That statement is true

In most cases, the punishment that imposed by the court would be in equal values of the damage that the defendant caused to the accuser, ( could be in the form of fine, jail time, or forced settlement)

But, in some cases, the crime that conducted by the defendant is too extreme and outrageous to the point where the court wants to punish the defendant with harsher punishment in order to set up an example for the public so no other civilians will repeat such crime.
