D) They believed that the membership in the league of Nations would limit the ability of the United States to act independently in international affairs.

Senate Republicans who were opposed to the treaty as it was and wanted provisions added were called “reservationists”. The required fifty five votes needed to pass the treaty in the senate was not met (only 35 voted yes), the treaty was never ratified, and the United States did not join the League of Nations.

It is D. They believed that the membership in the league of Nations would limit the ability of the United States to act independently in international affairs. They didn't want more people to have rule over anyone else.
