The only unknown number is 10% of 200, so we have to find that to compare the 2 plans.

We can find 10% of 200 simply by multiplying 200 by the decimal form of the percentage.
The decimal form of 10% is .10
200*.10=20.
Plan b is an increase of 20 homes each year.
Short term, it is much smaller than 200 homes per year, but as the number of homes grows, 10% of those homes will grow.
