I believe 0 represents as a no moves card so you stay at the same spot

Staying at the same spot.

Explanation:

In a normal game when you get a positive card, you advance in the map, and if you get a negative number you have to go back in the map, this means that if you get a card with no value, or a 0 this would be the same as not advancing nor going back, just staying in the same spot till your next turn.
