I believe the United States would have entered the war even without the attack on Pearl Harbor. The United States desperately needed to help fight the Axis powers and felt an obligation to its allies. So although the United States might not have entered the war as early as it did as a result of the Pearl Harbor attack, I think it would have at some point even without that event.
