He gets 1.13 times as many villagers for each town. Multiply the number of towns by 1.13:

17 towns x 1.13 = 19.21 villagers Round to 20

For an equation to solve for the number of villagers for any amount of towns, let the number of towns equal X, then multiply 1.13 by x:

Total villagers = 1.13x
