What principles guided President Hoover’s response to the Great Depression, and how did this restrict his ability to help the American people?

Acceptance of business cycle -

He led the free market to take full control of the economy. Since unregulated businesses often went out of their way to get as much profit as they can, a lot of worker class' needs were abandoned

Aversion to government relief -

Hoover provide very little budget to government welfare, which restrict government's ability to help the poor

Preference for associational action -

Hoover provide the business corporations with too much influence within the government. This make the private sectors able to easily influence the type of law that shall be made in the country.
