Answer: Your choice is the first one above.

In our inequality, x is our unknown, so that is "a number" in the wording above. 1/2x means half the number. So we have half a number plus 3/4. Of course "plus" means sum, so we have "the sum of half a number and 3/4" so far. The inequality sign is greater than or equal to. That means that the left side CAN equal the right side and it can also be greater than the right side, but it's not ok to be less than the right side.
