The strong magnet aligns the magnetic domains within the paper clip. In an ordinary iron paper clip the magnetic domains are present, but they are random, pointing in different directions. This cancels out their potential magnetism. When introduced to a strong magnet, the domains become aligned and begin to point in the same direction. This, in turn, makes the paper clip magnetic.
