By conservation of angular momentum

I1*ω1 = I2*ω2 -----> I1*ω1/I2 = 129*95/32 = 383 RPM <<<<<

383 rev/min * 2πrad/rev * 1min/60s = 383*2π/60 = 40.1 radians/s <<<
