Divide each of the four sections into 3 equal parts. This means you'll have a total of 12 sections between 0 and 4. Each of these sections is 1/3 of a kilometer. So 4 sections will be 4/3. From zero count 4 sections. Then mark it as 4/3 and break.

Now count from 0, 10 sections or 10/3. Mark this as 10/3 and mark it water break.
