Answer:

C. individual states

Step-by-step explanation:

The Articles of Confederation created a strong legislative branch, a weak executive branch, and no judicial branch. They also gave more power overall to the states, less to the federal government.

The Articles of Confederation were not sufficient for managing the challenges of forming a new nation, and were ultimately replaced with the Constitution of the United States.

When it came time to replace the Articles of Confederation with the Constitution of the United States of America, Patrick Henry and other Anti-Federalists expressed their reservations. They were concerned about too much power winding up in the hands of the federal government and its executive branch, thus allowing a small number of national elites to control the affairs of the USA. They feared this also would diminish the rights and freedoms of individual citizens and the states. They wanted a Bill of Rights in the Constitution to assure that rights and freedoms would not be compromised in any way. The Constitution gained approval with the promise that a Bill of Rights would be added in the form of amendments.
