Lets say it is night time and it is not raining. Even though it is not raining, the sun is not shining.

Lets say it is cloudy, but it is not raining. Even though it is not raining, the sun it not shining.

"If it is not raining, then the sun must be shining" is the converse of "If the sun it shining, then it is not true". Even though a statement is true, the converse of that statement may not be true.

The answer is No.

Even the it's not raining doesn't mean its sunny. The sky could be full of clouds and not be raining. It could be hailing or snowing too. If it isn't raining it could also be sunny but that is just one scenario of loads more if it isn't raining.
