"Rigid motion" can be considered as anything you can do with a cardboard cutout. You can move it around (translation) and you can flip it over (reflection). You can rotate it.

You cannot change its size, which is what dilation does. Dilation is not a rigid motion. It requires the object to be stretchable, not rigid.
