Why did the Continental Congress have a difficult time finding the Continental army

It was very difficult raising revenue from the individual states. Moreover, the Patriots had to prove themselves in battle before they received substantial support from the Europeans powers. Most of the major European powers such as French wanted to be certain the Patriots could effectively defeat the British.
