Having blue eyes is a recessive trait. Blue eyes will almost always result in two recessive, homozygous alleles (bb). Eyes are a bit complicated though, because 7% of people with blue eyes have heterozygous alleles. So basically, the general rule is that most children born with blue eyes have homozygous alleles, but their are rare genetic possibilities.
