hes disappointed by people who stay silent even though there is racial injustice

he is disappointed by people who want silence and security even if it costs people their freedoms

order can mean just quiet and security

justice means equality, having the right to vote, equal and civil rights

he is saying getting to a positive peace may mean protests and civil action like that of law work of the naacp and that people who are annoyed by these things to the point that they'd rather not have it are a disappointment to him

a negative peace means security at the cost of freedoms and justice
