According to my research, only the following answer is true: D. Members are permitted to filibuster to prevent a bill from coming to a vote.

Indeed, House members are limited during deliberations, although there are exceptions in the case of Majority and Minority leaders. This mean that filibusters are allowed. Representative Nancy Pelosi performed an eight hour filibuster speech on february of 2018. Committees most always report proposed bills, either to schedule a debate or to keep the bill in the Committee. Each Chamber of Congress has a set of rules that are created by its members and following them is compulsory. However, the Senate has the option of dispensing with the stricter rules if all senators unanimously agree.
