Answer:

B. To creat a system of laws for internal peace

Step-by-step explanation:

In explaining the above phrase, we first look at what "establish Justice " and " insure domestic Tranquility" means. Establish Justice in the Constitution means that there should be 'Fairness' in the way all citizens are treated in the country equally. The establish Justice is however divided into three. They are:

Distributive Justice: this has to do with the equality in the distribution and redistribution of the gains and burdens of the state on citizens.

Procedural Justice: this simply means there must be laid down ways of getting things done.

Corrective Justice: fairness in dealings with wrongs and deals done by individuals that might result in injuries.

However, Insure domestic Tranquility is the part of the law that allows the government to enforce sanity in the public, providing the national security to the country against violence, protest or terrorism. This phrase was widely used by farmers in America to mean peace and no riot it encourages them to be quite at there various homes.

NOTE!!! Both establish Justice and Insure domestic Tranquility means FEARNESS AND PEACE
