Given that,

cost of one rose bush = 24 gold coins

delivery fee = 16 gold coins

If i have "at most" 1000 gold coins how many bushes can i buy

let say i can buy r rose bushes

24(r) + 16 ≤ 1000

24r ≤ 1000 - 16

24r ≤ 984

r ≤ 984/24

r ≤ 41

It means that if i have 1000 gold coins i can buy at most 41 rose bushes.
