As a quote says: "The government is not above the law". The Government Leaders must have knowledge of the law, for they would then know their boundaries, as well as consequences in breaking the law. The law also states how people can identify governmental problems, as well as the qualifications for the people to legally remove the government. The government then must acknowledge and follow the law to continue to be instituted as being the head of the people.
