To Lord Capulet love , if you are too young, extinguishess too soon.He knows his daughter is too young to marry"....too soon marred are those so early made....

Earth hath swallowed all my hope".....He will give her permission to marry Paris and that also depends on her decision too.".....She’s the hopeful lady of my earth.

But woo her, gentle Paris, get her heart...."Juliet says she will try to like someone only if she is motivated into liking that someone.

All in all, Lord Capulet thinks his girl is not old enough to marry but he is sure that Paris could get her into liking him.He knows Paris is not an enemy and for some reason he thinks this marriage is convenient for both of them.At some point he seems not to care about his daughter´s feelings but he says that she can decide what to do also.
