Flamenco music, unlike many other genres, wasn't based on taking one sound and making it into its own unique category of music. Instead, Flamenco takes all of the different sounds and instruments representing a country (Spain), and combines it. Flamenco isn't based on a new societal trend or belief, but on an entire culture's history. It doesn't modernize itself.
