The War Department failed Burnside in that no bridge-building material arrived on time and it took three weeks to get the bridges finished.

Those were factors that made him lose the Battle of Fredericksburg that was held on December 13, 1863. The Army of the Potomac was commanded by Ambrose Burnside. He ordered his men to attack both flanks of General Robert E. Lee Confederate troops settled in Fredericksburg. The Southern troops contended the Union Army although they had fewer soldiers. In the end, the victory was for General Lee and his Confederate troops.

If you remember the war department, the reason why they fail burnside was because unfortunately no bridge-building material arrived on time and because of the timing, hence it took three weeks to get the bridges finished.
