A slide master is a tool in Powerpoint that lets you quickly and easily make all of your slides uniform in style.
It does not create handouts or decide number of slides (first blank) or the actual numbers/text (second blank) that you put in the slides. You decide all of the content, and the slide master makes sure that the style is consistent.
