For a Linear Equation , it takes the Form y = mx + c

where c is the Constant which is y-value at x=0

and the m is the Slope which is the change in y-value for a 1-unit change in x-value

So for our Question

y-value is represented by P(w) , Number of Rats

x-value is represented by w , Number of Weeks

So the Constant (c) is the P(w) at w=0 which is 4

and the Slope is the Change in P(w) value as w changes by 1 unit , which from week 0 to week 1 , P(w) changed from 4 to 7 , so the Change =7-4=3

Then the Slope m = 3

So the Linear Equation will be P = mw+c

Then P(w) = 3w+4
