What were the motives of Congress based on their plans for reconstruction in South Carolina and other southern states?
A: The purpose of Congressional Reconstruction was to have the Southern states reenter the Union as quickly as possible.
B: Republicans were committed to having former Confederate leaders reenter politics because of their governmental experience.
C: Congress wanted Southern states to face strict requirements to reenter the Union and the guarantee of freedmen's rights.
D: Congressional leaders were determined to work with the president on Reconstruction, so they adopted many of the president's proposals.
