Explanation:

x+3y=2

3y = 2 - x

y = 2/3 - 1/3x

y = -1/3x +2/3

the slope is -1/3 and the equation that is parallel will have the same slope also

y = mx + b

y = -1/3x + b

0 = -1/3(1) + b

0 = -1/3 + b

1/3 = b

y = -1/3x + 1/3
