The National Government is in charge of enacting functions outlined in the Constitution and in legislation established by Parliament. The President of South Africa, elected by parliament, labors both as head of state and as head of government, as well as of a multi-party system.

South Africans also elect Provincial Legislatures which administer each of the country's nine provinces, producing and enacting laws for the Province involved.
