Why can Empires, large and complex civilization, sometimes be considered the problem or the “bad side”?

Empires can be considered bad because they are often large entities that include complex bureaucratic systems. These systems are often impersonal and attempt to address the needs of various ethnic groups. Sometimes this is a seamless process and at others it is very difficult. Empires tend to dominate the social, political, economic and intellectual activities in a particular region. This, too, can have detrimental implications. Empires tend to flatten difference. Rulers can become very autocratic and detached from the people,
