true because when the potential energy is converted to the kinetic, that means that anything tat goes up must come back down or the other way around

True. Energy regularly goes from one type of energy to another. For example if you were holding a book up a certain distance in the air it would have a certain potential energy. If you were to drop the book it would gain kinetic energy as it is now moving through space with some velocity v.
