Writing in a first-person tone means that the author is writing in their perspective or point of view. Tone is usually defined as how the author feels towards something.

Melinda's tone is simple and blunt. She is describing that democracy is positive and her tone displays that she is in favour of this. She is using this tone because she wants to get her point across.
