You would use a protractor to construct a perpendicular bisector. So your answer would be (c.)

Answer: C) Protractor

The use of straightedge and compass is needed, and so is a pencil (or any kind of writing tool). You don't need a protractor or any kind of measuring device (eg: ruler) when it comes to straightedge and compass constructions.
