The government should not restrict the rights to the media/social media, mainly in a democracy one of the most important right is to have access to information and to be allowed to communicate without censorship. To restrict the rights to the media/social media violates many basic civil rights related to communication, as freedom of speech and expression, and the right to free and unperturbed media.
