I'd say bulletin board services came slightly earlier before CompuServe services

By the early 1980's, a parallel online word began with services such as AOL, Bulletin Board Services, and prodigy. BBS became the primary kind of online community through the 80’s and early 90’s before WW arrived. It was accessible and is still is from a dial-up modem.
