↪Actually welcome to the concpet of the Rate of change of any Quantity with respect to time. ..

↪since for general we know that ..

↪Rate of change = ( Final state - initial state )÷( final time - initial time )

↪thus ♢d = (A2 - A1) ÷ (t2 - t1)

↪applying the formula above we get as ..

↪Rate of change of water level in feet per hour =

↪======> (Water level final - Water level initial ) ÷ ( final time - initial time )

↪since here we can take any interval of time ... we choose the second and third ..

↪thus Rate = (30 - 40 ) ÷ ( 4 -2 )

↪==》 Rate = -10 ÷ 2 ==》 -5 feet/ hr

↪since the rate cannot be negative value , we take the modulus of it

↪this Rate = |-5| = 5

↪thus Rate = 5 feet / hour
