I find the following part of the declaration most surprising:

That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government

It’s meaningful because it places the ultimate power in the hands of the people, although it’s the government’s duty to govern its people.

I think the colonists felt hopeful reading this part of the document. They believed that the king and Parliament had wronged them, and this part of the declaration gave them a way to right those wrongs.
