Explanation: Machiavelli was the creator of the famous coin that the end justifies the means, and he was regarded as someone who was willing to do the most immoral things in order to have effect in politics and government. As such, he naturally saw a state outside of religion, therefore secularist. But he also saw religion as a means of keeping the people in line, for he regarded religion as a human creation, thus a political weapon for achieving political ends.
As for the state order and its constitution, Machiavelli believed that every system had the germ of its own corruption, including the monarchy. He believed that the monarchy, as the rule of one person, gradually grew into tyranny, that is, despotism. Apart from the monarchy, he believed that any other system, aristocracy or democracy, was slowly growing into a monarchy, precisely because of the corruption mentioned. Machiavelli was literally the originator of an immoral system in which killing innocents and dishonest behaviour in a matter is quite normal in politics and effective in maintaining power.
