We need to prepare an army made from members of united nation, that CAN ONLY be mobilized if a certain individual or regime in a country is proven to conduct a genocide.
After looking at past, leaders who conducted genocide was driven by pure hatred or disgust toward the people from a certain background.
Relying on peaceful resolution with such murderous leaders would not stop those leaders directly, and a lot more people will continue to die before the resolution is reached. Because of this, united nations need to mobile the army as soon as report regarding genocide occurs in order to prevent more innocent people from dying.
