While each of the choices have some role in the growth of Presidential power, or the perception of President power, the correct answer to this question is B.

The President's clemency power, apart from the perception that the President can pardon people, hasn't really led to a growth in executive power.

This is contrasted with the President's new power to take military action, speak via media on behalf of the nation, and their general role as Chief Executive.
