Here's why first we need to get the equation in standard form y=mx+b, then we need to find the slope of the two points which happens to be -4/3, since it is parallel they have to have the same slope, so the slope of the line is -4/3, now y=-4/3x+b, now we need to plug in x, and y, which is -3, and 2. 2=4+b, now we solved for b.

b=-2

The equation is y=-4/3-2.
