How could the issue of wether to allow slavery in a territory to be decided, using the idea of popular sovereignty?

Because the slaves had to work in cotton fields so whoever decided where the slaves were gonna work wanted them to work somewhere where there was good soil so that's why the slaves mostly worked in the south.
