The right answer is D the attitude in the US towards submarine warfare in World War I. In 1915 a German submarine attacked a RMS which transported British and American citizens sinking it almost immediately. Owe to this, there were 128 dead American people. Wilson, the American president by then, did not declare war on Germany keeping on with the neutrality but warn if the Germans violated American people rights again, he for sure would declare war, what happened in 1917.
