When balanced force is applied on a system then we know that

F_(net) = 0

because sum of all forces must be zero when force is balanced

so here since force is balanced so we will have

F = ma = 0

a = 0

so we will say that since acceleration will remain zero when we apply balanced force on the car so here there will be no effect on the car and it will still move with same speed.

so speed of the car will be same as initial speed and it remains as 35 mph
