I am unaware of the specific article on social credit that you have been asked to read, but a consequence of the social credit system is that it can give or take away things such as the right to buy an airline ticket. By means of this system, citizens and businesses in China are assessed based on data about them (and their habits) that has been previously collected. As a result, if a citizen has not paid a fine or has committed a traffic violation, he or she can indeed loose certain privileges, such as his or her right to buy a train ticket.
