William H. Harvey was an American politician and lawyer known for promoting the idea of "Bimetallism" in the United States. Bimetallism is a monetary policy in which the value of money is related to a fixed exchange rate between 2 metals, which are commonly gold and silver.
Harvey supported the idea that the demonetization of silver would have negative effects on the country's economy. This was supported by the People's Party and Democratic Party (Jacksonian Democrats) during the last decade of the 19th century. On the hand, (Lincoln) Republicans supported the idea of exclusively relating the value of money to gold.
