The United States has not yet stopped birth tourism because citizenship by birth is supported in the constitution by amendment 14 which states that: "All persons born or naturalized in the United States and subject to the jurisdiction thereof are citizens of the United States and the state in which they reside. " While the president, Donald Trump, wants to eliminate this right by decree, he can not do it without modifying the constitution.
