From the given graph, we can see there is a straight line , which shows that there is a linear relationship between both quantities.

As the number years increases the average price of PCs decreases.

The given equation of the line is
y=-39x+998, which shows that the slope of the line is -39, i.e the rate of decrease in the average price of PCs with respect to the the number of years that have passed since 2000.
