He keeps his 45 horses but buys some cows.

The farmer must by 27 cows due to him wanting to keep the 5:3 ratio.
Step 1: 45 divided by 5 which will give you you 9
Step 2: Multiply the 9 times the 3 and that will give you 27 cows to 45 horses a 5:3 ratio or horses:cows

5 x 9 = 45
