True. Russia was mostly agrarian until the 20th century. Tsar Nicolau II was one of the first to advocate for the industrialization, but despite his efforts, Russia was still far behind from other european potencies. Only with Lenin and then with Stalin that Russia becomes noted for it's industrial growth. Since Russia's economy was centralized, the industrialization happened in an unique way.
